EVO Brings Your Digital Documents and Public Services to Your Phone! The Application Is Available for Public Access
Starting today, you can leave your identity card and your driver’s license at home, because you have them in EVO. The integrated application of public services has become available for public access. Developed by the E-Governance Agency, under the auspices of the Ministry of Economic Development and Digitalization of the Republic of Moldova, EVO comes to revolutionize and transform your interaction with the State.
After three months of Beta testing and more than a year of development, the EVO application is available to the general public, being listed for free on the App Store and Google Play.
The application provides 3 digital documents and integrates hundreds of services and sets of information about you and your business.
„EVO is everyone’s product, and this is only version 1. There will be dozens more micro and macro improvements. Because this is the future we want. A State that works for us. A proactive one. Simple. Efficient. A State that respects us and provides us with services and information and doesn’t make us be after it.” Dumitru Alaiba, Minister of Economic Development and Digitalization of the Republic of Moldova, stated.
EVO allows access to information about you and your business and comprises the following modules:
- The wallet with digital documents – identity card, driving license, vehicle registration certificate, a mode which is also available in an offline format, and the digital documents shall be accepted in any relation and interaction, according to Law No. 321 of 09-11-2023. Moreover, these documents can also be checked by QR;
- Document check – a mode that allows the verification according to predetermined criteria of the digitized documents available in EVO
- Personal data – integration of MCabinet functionality and of the available data sets, both for individuals and for legal entities;
- Public services – integration of the information from the Public Services Portal (Portalul Serviciilor Publice) for quick access to electronic services, alongside with information about the categories of public services available, and storage of the digitally obtained services.
- Health – providing information on the insurance status, on the family doctor, on vaccines etc.
Modules to be launched:
- Power of attorney – integration of MPower for granting, revoking, revising powers of attorney, and for their storage
- Appointments – appointments to the services available in the eProgramare (eAppointments) system and other services.

Because that’s our goal: 100% digital. And we will do it through the pillars set by the European Digital Decade – Business. Government. Infrastructure. Skills. Now, we are the first in the region when it comes to the digitization of public services, and 43 institutions are working tirelessly to bring the State to the destination – 100% digital. Figures show that 80% of the requests for public services submitted by companies during just the first 3 months of the year were digital!”
For access to all modules of the application, authentication with an electronic signature is required. For app improvement and quick reporting of suggestions, users can access the dedicated Viber group.

Through the integrated application of public services – EVO, Moldova takes an important step towards a digital society, with a simplified, secured access to public services, adapted to the needs of the modern citizen.
The official estimates show that the impact of the digitization of public services already available online will contribute to saving over 1 billion Lei, with a growth forecast for the coming years.
EVO application is implemented with the support of the development partners: the Future Technologies Activity, funded by USAID, Sweden and the Great Britain; as well as with the support of Ukraine-Moldova American Enterprise Fund, of UNDP and of the World Bank.
