Rob Strayer

Mr. Strayer serves as President and CEO of the Critical Minerals Forum, a nonprofit consortium of critical minerals miners, processors, investors, and end-user manufacturers. The Forum develops transparent models for costs of production, price, supply, and demand, and it uses that information to facilitate international investments and offtake agreements to increase the diversified and reliable supply of critical minerals.

From 2020-2024, Rob served as the Executive Vice President of Global Policy at the Information Technology Industry Council (ITI). He led ITI’s efforts to shape technology policy around the globe to enable innovation, competition, and economic growth, while supporting governments efforts to achieve their public policy objectives.

During the first Trump Administration, Strayer served as the Deputy Assistant Secretary of State for Cyber and International Communications and Information Policy at the U.S. State Department. In that role, he led dozens of bilateral and multilateral dialogues with foreign governments on digital economy regulatory and cybersecurity issues. He was named as an ambassador by the President to lead the 90-plus person U.S. delegation to the International Telecommunication Union (ITU) Plenipotentiary Conference in the United Arab Emirates in 2018.

For more than a decade, Strayer was a senior staffer in the U.S. Senate, and he was the general counsel for the U.S. Senate Foreign Relations Committee. He also practiced telecommunications law at WilmerHale and clerked for the U.S. Court of Appeals for the Eleventh Circuit.

Mr. Strayer serves on the Board of Advisors, Freedom Metals Acquisition Corporation and as Advisory Board Member, The Vandenberg Coalition – serving in a private‑sector technology and cybersecurity capacity.

Mr. Strayer received a law degree from Vanderbilt University Law School, where he was Order of the Coif, and he earned his B.A. in Economics, summa cum laude, from Denison University.
