Country Representative for Moldova

As Country Representative for Moldova, Stella leads UMAEF’s strategic initiatives in the country, driving capital and support to startups and small and medium enterprises to accelerate private sector growth and sustainable economic development.

Stella brings nearly 20 years of project management experience across investment, development, Western-funded programs, and the government sector. Her expertise in policy implementation, government relations, and stakeholder coordination has enabled the successful delivery of a wide range of projects throughout her career.

She played a pivotal role as Chief of Staff to the Prime Minister of the Republic of Moldova, where she steered strategic and policy priorities, oversaw organizational processes, and provided critical counsel on major issues. Stella’s impact extends well beyond government, with leadership roles across international democracy programs and public sector reform initiatives, and deep experience in social advocacy.

She holds a Master of Public Administration (MPA) from Georgia State University, USA, as a Fulbright Scholar, and is an Eisenhower Fellow and Aspen Institute Fellow. She has received recognition from prestigious institutions including Aspen Institute and Muskie Programs, and was awarded the Cultural Vistas Distinguished Alumni Leadership Award in 2022.
